On Wednesday night, Land Transportation Office (LTO) chief Edgar Galvante made an assurance that the Comprehensive Driver’s Education (CDE) will be available online the next day. Until late in the evening, Galvante monitored the uploading of the CDE and gave updates on its status, as the LTO’s IT team worked overtime to link it to the agency’s new Land Transportation Management System (LTMS).

On Thursday morning, we received information about some motorists who have personally tried the CDEfrom the enrollment process to the road safety lecture, before eventually passing the written exams. They even shared their certificates online as proof of compliance prior to the renewal of driver’s license.

Nais po naming ipaalam sa mga motorista na kumpletuhin muna ang requirements sa CDE bago magtungo sa LTO office upang mag-renew ng inyong driver’s license. Walang CDE certificate, walang renewal,” Galvante emphasized.

The agency is offering the refresher course for free, while LTO-accredited driving schools charge fees. Take time to review the topics covered in the CDE, so the exam will just be a walk in the park:

        1) Road safety

        • In the first module, the CDE tackles road courtesy, driving stress, and even road rage prevention.
        • There are also lectures on what causes a road crash, and how to avoid an engine breakdown.
        • Some items focus on responding to road emergencies, as well as the driver’s duties and legal rights.

        2) Traffic rules and regulations

        • The next module takes up most of the webinar, underscoring its importance in upholding road discipline.
        • The applicant gets a refresher on traffic signals and signs, road markings, as well as the proper use of expressways.

        3) Land transportation-related laws

        • Traffic and administrative rules will be discussed at length, including violations, corresponding fines, penalties and demerit points.
        • Applicants should be familiar with the Seatbelt Law, Anti-Distraction Driving Law, Child Safety in Motor Vehicle Act, speed limit, anti-overloading policy, and Anti-Drunk Driving Law.

Here are the easy steps to secure a CDE certificate:

        1. Visit the LTO online portal.
        2. Register/log in your LTMS account.
        3. Proceed with E-Learning icon.
        4. Click the CDE online validation icon and take the exam.
        5. Print the OVE certificate.
