        LTO chief to solon: CDE is a requirement under the law

        Rep. Rufus Rodriguez wants to stop its implementation

        Congressman Rufus Rodriguez has filed a bill that seeks to stop the implementation of the Comprehensive Driver’s Education (CDE), a new requirement before a motorist can renew his driver’s license.

        Under House Resolution No. 2325, Rodriguez cited the following reasons for the Department of Transportation (DOTr) and Land Transportation Office (LTO) to scrap the prerequisite:

        • Applicants who cannot access the CDE via the Land Transportation Management System (LTMS) will have to enroll in an LTO-accredited driving school with a fee that ranges from P1,000 to P3,000, which the legislator considers an “additional burden to the motorists, especially during the pandemic.”
        • There is no mention of the certification as a requirement for the license renewal in Republic Act No. 10930 (An Act Rationalizing and Strengthening the Policy Regarding Driver’s License by Extending the Validity Period of the Driver’s License).

        “The LTO needs to properly explain their basis for imposing a said requirement, and they need to prove that the correct legal processes were complied with in all steps of the preparation process,” Rodriguez stressed.

        When asked to comment on the solon’s arguments, LTO chief Edgar Galvante said the agency has no choice but to stop the implementation of the CDE if ever the solon’s resolution gains support in Congress.

        Galvante, however, refuted Rodriguez’ claim that the requirement is not stipulated in RA 10930. “Malinaw na nakasaad yan sa batas,” he added.

        The LTO chief emphasized that the CDE is important as a refresher module in instilling discipline and road safety awareness, especially now that motorists with a clean record can secure a driver’s license that is valid for 10 years.
